h264 is fine, h265 has licensing issues but for H/W, AV1 is fine too. I think it’s likely a bad H/W encoded video that can easily get corrupted (look bad due to missing key frames or some other crap)

all videos are screwed because of conflicting standards and licensing of h264. the google and the apple, made sure that you can't just encode to a single format to be playable by all. not sure the solution, other than, encoding for each and autodetecting / playing the one depending on the player like all youtub and media hosts do..
